Mormons do believe Romans 3:10, 23, which state essentially that all of us are sinners. The only sinless person who ever lived on this earth. That is why we have God's plan of salvation, which centers on the atonement of Christ. The atonement was wrought for the very reason that we are all sinners. We cannot be saved without it. We cannot be saved without God's grace.

Note the following from the Book of Mormon, with the prophet Alma speaking: “And since man had fallen he could not merit anything of himself; but the sufferings and death of Christ atone for their sins, through faith and repentance..." -- Alma 22:14

Then you deny scriptures such as Romans 3:10, 23. If you REALLY believe all of the Bible, these scriptures MUST be included.

Mormons do not believe in "original sin." That Adam fell has been paid for by the atonement of Christ. It is impossible for little children who can't tell right from wrong or understand how to repent to sin. Children who die before age 8 (the age of accountability) are saved in innocence and inherit the highest kingdom of heaven. The Book of Mormon prophets stated that infant baptism is an abomination in the eyes of God.

"Those who die without law or knowledge cannot sin"

This is where things become problematic. My Bible says that sin extends not just to those who know about sin, but even to those who are just simply born. All have sinned and fallen short of the glory of God. There is none righteous, no not one. Even our children, as innocent as they may seem, are born into a world of sin, and are in need of a savior.

Mormon doctrine teaches that we are judged by our knowledge and the difficulty of our journey. Where much is given, much is expected. Those who die without law or knowledge cannot sin. Their behavior is usually inspired by the behavior of their ancestors and the rules of their culture. People who die without knowledge learn of Christ in the "spirit world." There, they have the opportunity to accept or reject Him.

Those who willfully rebel against their knowledge of Christ and know right from wrong are saved through the atonment of Christ, if they choose to lay hold on its saving power. This necessitates a belief in Christ, and repentance of one's sins. Without repentance, it is like no atonement was made for that person. A person who doesn't repent, but continues in sin, must suffer for his own sins in the spirit world. The person is then resurrected and judged. "Outer Darkness" is reserved for fallen prophets -- those who have a certain knowledge of Christ (have seen the Lord in person) and then deny Him. This is called "the sin against the Holy Ghost" and is akin to crucifying Christ anew. All others will inherit a kingdom of glory in heaven. Joseph Smith and Sydney Rigdon saw the kingdoms of heaven in a vision and said that even the lowest was glorious beyond description.
