The ordinance of the washing of feet has to do with sealing a person to heavenly glory, not to the partaking of the sacrament.

As for the use of bread and water, there is revelation to explain that. According to the law of Moses, the Jews were never to purchase wine from their enemies, and to this day, Orthodox Jews do not purchase any grape product, not even Cream of Tartar, from Gentiles. In Doctrine and Covenants, Section 27, you can find the account of Joseph Smith, who was walking and asking God about the sacrament. Here is the answer He received:

1Listen to the voice of Jesus Christ, your Lord, your God, and your Redeemer, whose word is quick and powerful.

2For, behold, I say unto you, that it mattereth not what ye shall eat or what ye shall drink when ye partake of the sacrament, if it so be that ye do it with an eye single to my glory—remembering unto the Father my body which was laid down for you, and my blood which was shed for the remission of your sins.

3Wherefore, a commandment I give unto you, that you shall not purchase wine neither strong drink of your enemies;

4Wherefore, you shall partake of none except it is made new among you; yea, in this my Father’s kingdom which shall be built up on the earth.

Now, Joseph Smith received by revelation a law of health, called the Word of Wisdom, in which the Lord forbade the use of tobacco, hot drinks, and alcohol. Therefore, the Church has used water for the sacrament, in remembrance of the blood of Christ.

I am a none member and I have gone to an LDS Church in my area and saw how sacrament is done and even took part in it. They(not the bishop, but the elders) break the store bought bread and drink the fountain water, how is this remotely close to what the Bible talks about? Jesus washed the disciples feet and he blessed the unleavened bread and unfermented grape juice.
In the book of 1 Corinthian 11:23-28
The Lord's Supper
23For I have received of the Lord that which also I delivered unto you, That the Lord Jesus the same night in which he was betrayed took bread(((*** I looked up the meaning of the bread that was use it was Unleavened bread also referred to as the ‘bread of affliction’ found in Deutronomy 16:3 not store bought bread****))
24And when he had given thanks, he brake it, and said, Take, eat: this is my body, which is broken for you: this do in remembrance of me.
25After the same manner also he took the cup, when he had supped, saying, This cup is the new testament in my blood(***never in this verse did he said it was WINE,but grape juice was the closes to the color of blood)***: this do ye, as oft as ye drink it, in remembrance of me.SO MY QUESTION IS WHERE DOES IT SAY WATER IN THIS VERSE???
26For as often as ye eat this bread, and drink this cup, ye do shew the Lord's death till he come.
27Wherefore whosoever shall eat this bread, and drink this cup of the Lord, unworthily, shall be guilty of the body and blood of the Lord.
28But let a man examine himself, and so let him eat of that bread, and drink of that cup.
The Master ordained the service of foot washing to signify renewed cleansing, to express a willingness to serve one another in Christlike humility, and to unite our hearts in love. Does your belief not believe in the foot washing before sacrament? Doesn't your doctrine contradict what the Bible says?

The Mormon Church uses water for the sacrament. Joseph Smith received a revelation regarding this, and it is recorded in Doctrine and Covenants, Section 27:
"Listen to the voice of Jesus Christ, your Lord, your God, and your Redeemer, whose word is quick and powerful.
For, behold, I say unto you, that it mattereth not what ye shall eat or what ye shall drink when ye partake of the sacrament, if it so be that ye do it with an eye single to my glory—remembering unto the Father my body which was laid down for you, and my blood which was shed for the remission of your sins.

How can a mormon drink wine for the sacrament, doesn't this contradict the dietary laws of the church?
